Help. Turn signal problem

My son has a 2002 Mustang GT and has developed a problem with his turn signals and emergency flashers. When either of the turn signals are turned on, the lamps come on but don't flash, the similar thing happens when the emergency flasher is activated. All lamps light up but do not flash. My first guess is that the flasher is bad. The guy at Auto Zone felt it was also the flasher.

Do you agree that this should be the problem?

Second problem! Where is the flasher located on a 2002 Mustang?

Thanks
