Yes sadly I'm coming closer to my terms with my pocket book. When all is said and done I need it to pass smog but the 94 will be more of a nice car to drive once in a while. My whole plan with this car is:
-swap out for a 351
-swap auto tranny for manual
-look in to fabricating a hard top to replace the rag top
-cobra intake hood
-cobra front bumper (purely for the fog lights, I don't like the fog light setup it has)
-paint
-and last but not least interior

I actually started working at Ford as a porter my goal is to become a mechanic, and eventually get an 07 shelby and revisit my goal of 1000 hp to the wheels

However back to topic at hand, is it at all possible to get a carbureted 351 to pass smog?

I looked around a little bit and it does appear to be possible. You would have to get it tuned each year to lean out the a/f ratio. I read something that it needs to be 14.7:1. That's not something you'd want to keep year round, so each year before you go to get it tested you'd need to tune it.

You would also need any emissions equipment that came from the factory on the car as well.

Ok. So if I keep the cats on it should be good? As long as I tune it properly each year that is

Yep, cats, egr as well if you have one and get it tuned.

Please don't take this the wrong way but I suggest you just buy a car closer to your needs. The combination of a 351 carbed swap, manual transmission swap, hardtop fabrication, cobra bumper + Hood, then getting the thing to pass smog emissions is a tall order. I'd say you would be better suited selling your current ride and buying a 1996-98 cobra or even a 1999-04 gt.

find a friend in florida and register it there. No emissions here

i blew my cats out into my mufflers not long ago. so i just gutted the rest out. all good :P

There's a lot more than than that. The first thing they do is a visual check. Cats, egr, evap system, lines, hoses. If anything is missing or disconnected it fails before they do the sniffer test. If the car came with fuel injection, and it has a carb on it it will fail the visual test. In Cali when you do an engine swap, for it to pass the visual the swapped engine has to have been an option from the factory. You can swap to a newer engine, but all emission related equipment from that engine has to be swapped in also. The Cali air resource board does not allow an older what they consider dirtier engine to be swapped, unless the car is being used for off road only. They even limit what type of performance parts can be added to the cars, hence the C.A.R.B. approval stickers on a lot of aftermarket parts. Your best bet for more power would be to either, rebuild the 302 and supercharge it, or sell it and get a Cobra, or a modded GT
