Here is what I got back on the car:

1990 220120 5 cars ordered under this DSO. Ordered as DSO-POLICE. Combined with DSO 220128 to meet 5 unit minimum.

Doesn't really tell you much other than it was ordered in a small order and combined with another DSO in order to meet the 5 unit minimum order. While some states ordered the cars prepainted 2 tone from fleet sales, not all were done that way. Your only next step is to run a carfax and hope it has some information on who owned the car and when and then maybe you can trace it back to the agency that used it. Most states have trashed information on the cars that have been auctioned off but you might get lucky...never know.

I'm swamped at the shop right now....it's going to take a little time for me to go through what I have. It may be next week as I have to pick up a car this weekend. I'll let you know...

Been piecing it together...

ordered a cobra grille, and a new cowl panel off of ebay.

still need to get it timed so I can get it running...

then it needs:

oil change
h-pipe install

then I need these parts before I'm done:
battery box
intake plaque & bolts
front bumper cover
ram air hood
4 lug rear disc brake parts

then its time for paint & some new rims (probably pony rims)

lol... To my understanding, a 90 NC highway patrol stang is pretty rare, so I'll keep her real close to stock.

I wish I could find out whether mine was a marked or unmarked unit, and what markings in had.

thanks. Does anybody know the exact dimensions of the 99+ 17'' GT wheels, as fa$r as the offset and width go? I think I'm gonna go with 5 lug wheels.
