My questions today Electrical & what is this LOL

First the Electrical

My dash light where not working so I removed and cleaned the head light switch. ( see picture). That got me out light working LOL. I replaced all the bulbs most I am sure where bad form the looks of them. Now I have dash light and turn signal lights ....Well almost. When the head lights or off the turn signal light work just fine. When the head light are on one works very slow and the other not at all. My thoughts Voltage ??? Battery good, even tested it with battery charger connected. Same thing.. So I am down to head light switch bad and not passing the voltage is should ? Or something in the Ribbon ?? You thoughts please ?

The what is this

Found under dash just hanging there (See Pictures)

What year is the car? There is a part number visible in one of your pictures I just can't read it. Looks like it starts with D0 so I assume you have a 1970. Get the part number and Google it.

Grounding is important as well...check all ground wires connecting to the fire wall. Your added resistance is coming from somewhere and cleaning your light switch terminals was a good start.

I see that they are hanging but sometimes just mounting whatever is hanging might just break your grounding causing all the problems you just mentioned. Maybe.
