What is the Hose in front of front passenger wheel
hose is not connected but is blowing out air when started I have a 99 Mustang v6

Man, that took me a minute.. but I love a challenge, and now I know. 
Yes, you will be replacing the whole thing. Those cracked off hose inlet/outlet tubes are not repairable. And that thing is the 'Secondary Air Injector', aka 'smog pump' or 'air pump' This part here:

And specifically I'd get the Motorcraft one, it's actually the cheaper part (well, currently listed at Rock Auto, elsewhere...
), and it's Motorcraft, so it's OEM. I am kind of surprised you don't have a Check Engine Light and codes to indicate this is unhappy... odd.
Backgrounder: You kind of need that to pass emissions. It's a little electric air pump that pumps air into the exhaust to ensure all fuel is burned. Basically, as good as the engine might be at burning the fuel, a little still gets past the combustion chamber and into the exhaust. By enriching the exhaust gases with additional air (or more importantly, the oxygen in the air), the little bit of fuel remaining will sort of 'auto-ignite' and burn off in the hot exhaust gases. No compression needed.
Now, if you don't have this pump working, you will be spewing unburnt gas into the cats (not a lot, but still) and they'll fail faster (which is $$$ to fix in comparison) because THEY will burn the gas in them instead of before, which will melt honeycomb inside 'em... but before that, you'll be failing your emissions test because fuel is being spewed if it's not all burnt in the cats, and all the while helping to ensure that the air quality is lesser for it, and eventually cause the melting of the polar ice on both poles and thereby causing the destruction of life and societies as we know it on this Earth.
So fix it. Please? Thanks!

re: 2 fittings, one hose... well, that'll make this more fun for you. 
Sorry.
The one hose does go to a check valve, and if you keep going, that'll go into the exhaust on both sides. This hose will mount on where the air is going OUT of the pump. Which should be the 'lower' hole, as mounted.
The other hose should be a capped over lil' hose that allows it to take in air right there. Other systems might route a hose to the air cleaner, but this car has the lil' cap on the end of the hose. It's been broken off, so you're missing that. That... might be fun to find. The part number for the cap (or 'splash cap' as it's called by Ford in their part fiches) is XR3Z-9C463-AA, and it's discontinued. Ain't nobody got that... ostensibly. You might just go to a Ford parts place and ask 'em, just to see...
But the reality is it's just a lil' breather/filter made JUST for this and a few other cars Ford used this on, and you can just make one with a lil' filter and a hose, no real big deal. Just go to a parts store and explain it. Probably take the pump in before install and get it figured out hose and filter wise.
I'd probably get a goodly length of *non collapsible* hose of the correct size, and attempt to route it into the engine bay so as to perform two functions: Keep it out of water from the underside, and be able to replace it as needed without crawling under again. I'd not recommend an oil based filter, as that oil would potentially get through and cause issues with the emissions. You *do* need a some sort of basic filter here, as it's ahead of the catalytic converters, not to mention the pump itself, so having particles of bad things(tm) is not a good thing for this system. That said, I can't say if a paper one would work well or if you need to come up with something else...
Which leads me to the other recommendation: Go hit the junkyards for 1999-2000 model year V6 Fords and see what you can find. They should all use the same lil' J hose and cap. I'd nab the whole pump if it was off a '99-00 Mustang, intact, relay, bracket and all. Give 'em 20 bucks and call it a day. You might can just install that as one unit and be done with the whole shebang, or cobble together bits and pieces as needed... I'd still probably get a new pump though.
Here's a video to help you see what I'm talking about. Skip to about 2:05 and you'll see the little splash cap on the end of a J-hose, as well as the other hose that leads away to the exhaust 'under' it.

Musings: I suspect this car was in a wreck and they didn't bother to fix the thing because of the problem of where ya gonna find that cap/j hose. Otherwise it doesn't make any sense for both of those to be missing or broken off in the first place.
