I actually have another one just starting out on his off days...to see how he does...a guy from Peru who has a good work ethic(refuses to give up) and wants to learn...he is already a genius when it comes to Subarus...not that subarus matter in my shop but if he can build 10 second WRX engines, he can handle what we do

I'm sure he was talking about the Senate pro tem which is assigned by the Senate President aka Vice President Joe Biden. If the current pro tem is a woman senators will address her as madam.
It's just a formality they use when they speak. Whoever is presiding in ceremony over the senate at the time is Mr president or madam president in speeches from the floor.
