No they do not.
They are removed for better cooling. I am not aware of what sort of differences, if any, there are....
If it helps out I will be taking mine off. I have to think it would help. A lot of cool air can get in there and more importantly get hot air out. If anything it will help keep the air going into the engine stay cooler.

The foam is just for NVH reduction, so if you can live with the increased engine noise, pull it out.
Plus then you also have the option of cooking a chicken in the block valley during on-track sessions or just driving around.
