And torque is what is nice about street driving...stop light-to-stop light.
There are 2 more factors you have not mentioned.
Air/Fuel ratio, and Timing.
No matter what you do to the heads/intake/cams/valves, these 2 things can, and do greatly impact horsepower.
These 2 things are the biggest changes when you add a Bama tune(or other), to a stock engine.
This is where I believe Ford has stuff still on the table, to tweak the numbers.

So where it's true that they could max out the tune and get gobs of power. They won't. That type of tune wouldn't be reliable. At best they could squeeze 5-10 more hp reliably. And that would still put it less than the boss.
