Seat heaters with climate control set to cold

Seat heaters with climate control set to cold
My heated seats were repaired and now they only turn on when the thermostat is set it warm. I was pretty sure it also worked when set to cold before. Anyone know if this is normal?

Anyone have heated seats in a 2011-2014 mustang? Could you try and turn on your heated seats while the air is set to a cool temperature?I would appreciate it.
