Taillight blackout covers, illegal?

I live in southeast Texas around Beaumont. Troopers are bad and I've been stopped by 3 and never once has anyone said anything about my taillight tint. Only hids and no plate up front. But ne'er a ticket. Our police officers don't bother with stopping us for that crap. Sheriffs don't really either. Troopers would be the only one to do it but I have had no problems. And mine are BLACK
