I had bookmarked your page Burton, to read again, when I was going to start with my spoiler.
I purchased the same spoiler as you did. And it looks so pretty. I was able to remove the old spoiler without any damage though.

I'm probably misunderstanding, but the underside of the spoiler needed to be painted, and then after that it needed to receive a nice clear coat. Isn't the clear coat sprayed on the top and the bottom at the same time ? What kind of overspray could there be?

I'm guessing it is not smooth to the touch. I imagine that can possibly buffed out with polish.
I personally prefer never buying prepainted parts, for several reasons including quality, due to mass/fast production. Not to mention unmatched paint. Imo it's always best to get a local shop to properly paint match. then you can also question quality issues face to face, without shipping pains.
I really hope that you can buff out the overspray and avoid shipping it back or perhaps getting it touched up locally.

But yes, I still have my spoiler on and love it. It's been perfect since day 1 and still is today. I still have to OEM one too, damaged as it may be

It depends of how the spoiler was oriented when it was painted ( hanging, or sitting in a rack). Another reason for the overspray could be the lack of a proper paint booth.
