Would this set up be too loud? What about with touring? Is the best bet, stock exhaust?

It'll be loud with any aftermarket exhaust, too loud is up to your ears.

Stock exhaust pretty much makes the headers a waste of money, why put headers on and then choke out through the stock pipes?

Don't just get axle-backs, that leaves you with stock over axle pipes, get a cat back, really a x-pipe back on these cars. Take all the restrictive stock pipes out.

So your saying just to get the lts and a catback? If so, what's a good cat back?

Long tubes, x-pipe and cat-back.

They are all good quality, just whichever one you like the sound of best, just remember that any you have heard will sound lots different behind the headers than they do with the stock manifolds and cats.
