SAE numbers are certified to a standard and it depends on what SAE standard you are testing to.
J1349 ( http://standards.sae.org/cpfd2_07shelbyg/ ) is what most people use in the OE industry with J2723 being J1349 using a third party observer to verify the engine.
J1995 would be the dyno testing you see in most magazines since it rates the gross output of the engine sans accessories (water pump, ac, ps, alt, et al).
