Cleveland heads on a Windsor
I've heard that the best combo is a Clevor. Cleveland blocks, with Windsor heads. Heard something about the Cleveland heads dont flow well, but the blocks are more stout. I dunno. Mine's all Windsor. But its holding up nicely.

If you want a Cleveland, keep it all Cleveland. The after market performance parts source is good for this engine.
"Clevor" is old technology from back in the day when the best Windsor head was the cast iron '69-70 pieces with the small combustion chambers - they would use a Cleveland head since it flowed better. Now with advent of the aftermarket for Windsor heads, there is no need for this anymore. Companies like Edelbrock, AFR, Dart, etc. offer aftermarket Windsor heads that put original Cleveland heads to shame. Of course, there are also now after market Cleveland heads and the Yates style Cleveland based NASCAR head that are still in use. The Cleveland of old flowed much better (at least at high RPM) than the old Windsors, and not vice-versa. If you've ever compared intake port sizes, you'd know why.
For the budget minded, the Windsor is the way to go. For high RPM, Cleveland technology is still in use (Pro Stock and NASCAR), but will cost you a lot more and limit your choices. Clevelands are also known for oiling deficiences in stock form. If you still desire to go Cleveland, probably a look at the Pantera forum would help out :

In general , yes, mostly because of the large port sizes on the Cleveland they tend to not have enough flow velocity at lower RPMs. But a good engine builder could get either to do what you want - you'll just pay more for the Cleveland.
