Isn't it the other way 'round. You can get HIDs alone, but not the alarm alone?

No, in order to get HIDs you have to add the alarm, but you can add the alarm independantly of HIDs. They're obviously trying to bump the sales of the alarm option and expect the HIDs to be popular.
