That sounds like not a bad way to go. Only thing is you do dimish the car's "limited production" value if you make too many sweeping changes. If you don't care about such things, then it doesn't matter.
Me, I would do similar suspension upgrades (slightly lowered - depending on what Ford sends us from the factory), and add 18X9.5 gray Bullitt wheels with proper offset and 275 tires on all four corners (a la the Saleen S281) to keep the overall theme intact, but yet make the car more beefy and aggressive at the same time.

Frankly, if it wasn't for the expected interior goodies and the advantage of starting with a DHG car (since that is my preferred color) I would most likely simply start with a standard fare Mustang GT. And if the premium for getting the Bullitt package is too much, I still might. But I don't expect the Bullitt to be too outlandishly priced....and I do like DHG.
I can't see ADMs being too outlandish on the Bullitt, frankly. It offers neither the name cachet of the Shelby, nor the performance.
The Bullitt's only advantage (aside from whatever upgrades and cosmetic bits it gets) is that it will be made in far less quantities than the GT500. So you won't see them on every corner.
That exclusivity, in itself, is kind of nice and will make the car a bit of a head turner in its own right.

No doubt but consider the following. The presence of the Shelby GT, rebates on the GTs, the propect of a more powerful '09 Boss, and a probable Shelby GT350 will discourage a few thus paving the way for everyone who wants a Bullitt to be able to get one.
I can definately see that. Hopefully such a wide variety of SE's will keep ADM's down and availability up across the board.

The market will be mainly for the Bullitt fans who will be content with the minor performance upgrades. Now, had Ford followed my expert advice of a 5.4 with a 6-speed and a rock my world suspension and brakes, it would be hard to get one.
It's good Ford ignores me... constantly!

I was once a purist. And I still think that there are cars that shouldn't be altered from stock. But I've mellowed out in recent years and now believe that a car should be driven and should be a source of fun. With that in mind, I'll probably do some minor mods to my Bullitt. Stuff like wheels and tires, suspension upgrades, computer tune, etc. Nothing that can't be easily undone. No body mods, though.
