I was told this is an issue until the rings are seated. Is this true or is this just the nature of this beast??

This part doesn't have to much to do with the rings. More to do with the pcv valve letting oil by

Plus its just a tube - there isn't a one-way valve (at least on the 4.6).

Pcv valve is supposed to act as a one way valve... kinda

Right - on other engines they have an actual valve in the tube. My older engines pcvalve need to be cleaned occasionally with carb cleaner to keep them free from gunk so they work. Whereas the 4.6 3V is just an open unobstructed tube.
Is it the same for the 5.0?

One side yes. But one side should have a pcv valve if I'm correct. Haven't looked to be honest. Just assumed they had one

If rings are not seated, there is more blow by, so more combustion air being sent through that tube. More Oil
