Only if they're not HID headlights. I believe that Canadian Mustangs with halogen headlights came from the factory with headlights as DRL but HID equipped models use the fog lights because the HIDs can't be run at reduced power.

I don't like the fog lights on as well. I pulled the fuse behind the pass. kick panel. No more fog lights. Didn't do **** any way

I have a late '14 Canadian car and most of the 13+ GTs don't have grille fogs, they are like V6 cars. My very late 14 DOES have grille fogs, is absolutely a Canadian car and uses them as DRLs, like my previous 12 did.
