Lex has the instructions correct - passenger airbag needs to come out. I have the 401A panels in my 400A car ...

 

So since it's attached to the airbag, is it possible that is what's lifting it? Maybe the airbag isn't seated correctly?

 

There are a bunch of metal tabs that connect the cover to the airbag .. so by bending them there is possibly room for adjustment ... Take it out and try it.

 

Hmmmm. That would explain why the yield for properly seated panels seems low. Granted on mine there is a vertical line that looks like a minute bend creating the lift. I can picture the panels being separate but connected by fabric and the bottom one just having a tab bend off. I can push it flush, but it lifts back. So in actually pushing on the airbag....interesting.

Haha shoot when I took the steering wheel airbag out, I held it so far away from my face and still looked away lol
