I also get flashed a lot on the bike but in my case it's because I have a modulator installed on the headlight. Drivers who don't know about modulators flash me thinking there is something wrong with my lights.
I can't say I know what a modulator is either so

A headlight modulator is a device that varies the headlight back and forth between high beam and low beam a specified number of cycles per second. The lights don't flash but rather vary intensity rapidly (the light never goes off between cycles). They are legal in all 50 states and Canada on motorcycles only and only during daylight hours (they have a sensor that disables them after dark).
