My dads 2009 F-250 had one of these in the glovebox. Why?

I believe it syncs the TPMS sensors, in the wheels with the on board monitoring system.

I just put four winter tires and wheels on from Tire Rack, with the sensors, and I did not have them activated by Ford, but I am not receiving any error messages either. Any thoughts?

I wouldn't buy the tool unless you plan to mount a lot of wheels/tires yourself, I would just install the new wheels/tires and go to a big tire store (NTB, Discount Tire) and ask them to sync the sensors, they might do it for free.

2010+ appear to be self learning and you don't need to programmed them to your car.
I have 3 sets, one that came with it, one new set, and a set from my '06 with the new sensors.
They all work and the light does come on if pressure is low.

That has been my experience as well on my car. I have a buddy who just got new wheels as well, and that has been his experience, too.
