The Tuner Question!
I'll be redoing the entire exhaust system, I want to run on 93 octane, make it change gears higher in the rpm range, have more air/fuel ratio, and a few other things...
not blown, i wanna stay n/a as long as posible, or until I decide I wanna blow 5k to have my car be blown...

I use the Diablosport Predator, love it. Easy to use, easy to read, etc. Tuned for 93 Octane, adjusted air/fuel ratio, etc. The only mods on my 2002 GT are Magnaflow cat-back exhaust and a K&N FIPK cold air kit (and Eibach pro springs).
Talk to Doug at Bamachips. He's tuned quite a few 99+ N/A cars and gotten great gains.

Yup, Doug can take care of you.
Maybe I'm wrong.....but I think the way it works is.....you add all your bolt-ons....send that list to Doug at Bamachips he does a custom burn with the mods you listed....and BOOM you hook up and your done.
There are several companies that do through the mail tunes. I might be going out on a limb here, but I would guess it would be "best" to do your "minor" mods then do the tune. I know a car can be tuned at any stage...but imo the tune should be done after bolt-ons....because it eliminates variables(brands of mods) that can't be anticipated.
