Gas Pedal sticks when starting to engage?

Gas Pedal sticks when starting to engage?

The gas pedal on my '99 seems to "stick" when I start pressing the pedal down. Once it "breaks lose", it is fine throughout the remainder of the pedal distance, but as soon as it is fully released and back in the default position (all the way up), it sticks again the next time I go to depress the pedal. Any thoughts?

BTW, my '99 is a V6 manual if that helps at all.
