Can this be fixed??

The housing where my gauges are, the flat black stuff is starting to bubble as shown in pic, can I fix this? And if not can I just buy the peice I need or a whole new dash peice?

Looks like whatever you're using has reacted with the coating. Don't think it can be repaired without stripping and painting it.
