What's the difference between these 18" Bullits?
First wheel: REV Wheels
Second Wheel: Bullits
The only difference to me is the center cap, and they appear to be made by two different companies.

Assuming that is an actual picture of the wheels, (the REV wheel says "May be an image representation") the MustangTuning wheels(made by WheelReplicas) have the "deep dish" look. The REV wheels have the more traditional, musclecar, "step" in the lip.
I'm not sure who makes the REV wheel. That center cap gives it away, I just don't know who it is.
Another factor to consider (other than price AND s/h cost) is the weight. So you may want to try to find that out.

I just noticed MustangTuning says theirs have a +45mm offset. I don't think that's correct, (it's probably +36mm) but if it was, that would decide it for me. The +45mm offset would look better since it would only come out 1/2" from where your stock ones sit now. (the 1/2" would be from increasing the wheel width by 1")

My 18x9 Black Bullitts [attachmentid=26246] from them were 36mm offset & only weighted 20lbs.
