Well....finally got my fog lights after 3 months of waiting..... 
But dunno how to wire, need a little help from someone who knows. Attached pictures.
Made two target areas green and two red so I don't get lost. Usually have no problem with connecting about anything, but my brain is currently in stasis...

Regarding the harness...It looks to me like the reds should go to the positive terminal on the battery, and the blacks should go to ground. Both reds look to be fused inline, correct?
Regarding the light housing itself...how many halos/leds/etc. are inside it? I'm not sure why it would have 2 sets of wires for a single halo. But in any case, those are going to splice into whatever lights you want to pair up with.

It's possible that they're not making a good connection somewhere. Did you solder or just use quick splice connectors? If you used the connectors, then I'd check there.
It's also entirely possible that the halos are just junk. Where did you buy them, and what kind of halo? Halos on eBay are typically junk. If there is a single led at each end of the halo to light it up, I can tell you that they'll just never be bright.
