Plastic shock housing?

Guys;

I just opened up my FRPP shocks. It appears that the upper part of the shock housing is plastic ?!!.

Does anyone know if this is some sort of manufacturing/shipping thing that is removed? Or is it the actual shock.

Well really isn't it just a dust cover?
Why not use plastic? It should be lighter.

True, it's a dust cover. Just surprised because I've never seen it before.
