OMG not another cai and tuner question!

OK I'm new to the car computer world. Back when I used to do some work on cars they had carbs. I think I want to go with a cold air induction system and a tuner. RPM Outlet has the K&N aircharger and the Diablo tuner for $499. That seems like a fanstatic deal to me. I have a 5 speed so I would like to get something that is easy to use and will get me more performance and not void my warranty. Also I live in California and the car has to pass emmisions testing every 2 years. How does a tune and a cold air system affect that? Opinions welcome and appreciated!
