I don't know how the emission laws are set up in Quebec ? but in Pennsylvania the car owner is exempted from both the emission laws and inspection, if the vehicle in question isn't driven over 6000 miles per year..That also includes visual inspection as well, just the annual state inspection remains required..

Right, and additionally even cars driven over 6k a year just plug into the OBDII port and scat for CEL's and a visual expection just to make sure you HAVE cats, hollow or not. From what I understand from the tech's next door, PA is going to a Scan / Spot leak test where as long as you don't throw any codes, and don't leak fluids, you pass. But only on vehicles a certain year and up. I think 06+ is where they were starting? I'm not 100% sure.

Anyone got any numbers on the advantages of this? I'm curious to see what all that effort is worth. Five gets you ten a couple hampsters strapped to the driveshaft would be more effective....even if just from an amusement standpoint...

I don't want to bring up old wounds since it wasn't my car but since nobody has figured it out yet here it is.
