I have stage 4 comp cams with my procharger (P1SC or D1SC for sale). They work great. You can run CMDP with a blower and cams, you can't run UDP's with a blower, but you can with a Turbo.

Cams definitely affect emmissions and I don't believe that they are CARB legal, however you could always call Comp or one of the other Cam manufacturers and ask. I think if you had cats on your car you might be able to pass emmissions, but it might be tough.
