Side window louvers

Can anyone tell me how to clean my side windows. I bought my car used and it had the side louvers but after a few washes all I see are water spots

Let's see a pic of them. Some of them use Velcro and can be pulled off.

No I do not. I came from the dealer already on from factory. I have the original sticker and it was added.
