Is there anything not can be done with this other than a paint job?

Kind of blurry and weird angle but it looks like your showing paint completely gone off the roof. There's nothing to do but paint that..

 

I figured, I don't believe it has ever had a wax job or any kind of protection.

 

if money is short you can get the rattle can primer and paint form the auto parts store and fix that yourself.

 

Just getting a second opinion, she refuses to get it painted. No good reason, just stubborn. No lack of cash, she just likes doing things her own way. If rust set in, she will be buying a new car instead of a paint job. Trying to tell her.

 

Looks like clearcoat failure. That requires a respray.
