That was my guess as well, but their email response was rather cryptic:
"Yes, we do offer this headlamp and fog lamp kit."
But they didn't say whether the $45 kit was this headlamp + foglamp kit. The StickerCity kit included the headlamps, foglamps, and turn signals for about $60 shipped but it was only 20 mil thick.

Another update:
It looks like ProperAutoCare.com (Classic Motoring Accessories) and StickerCity are selling the same H0523B headlight film. Stickercity must be advertising a blanket description for the thickness because X-Pel manufactures a H0523B kit for the 05-up Mustang GTs (turn signal, headlamp, and foglamp overlays) that is 38-40 mils thick at least for the clear overlays.

Whether yellow light is actually better than white for fog and bad weather is debatable. One school of thought indicates that the yellow wavelength is better for seeing through/past the small water droplets in fog. Another school of thought seems to think that the wavelenght and fog droplet size does not really pan out to better vision in real life situations.
Personally, I like the yellow tinted light better in the fog and bad weather. I feel it is not as blinding when it is reflected back to me off the fog, rain or snow.
40 mils would be cool and I'd consider upgrading at some time if the price was decent...
Harmen Show-Lenses are nice for the price (under $6.00) and quick-change-ability but not much for protection. I have a few complementary sets of fogs he gave me in green, orange and yellow that I pop in for shows or just for a different look once in a while though I leave the yellow Stickercity overlays in place under the Show-lenses.

The kit is for the headlamps, foglamps, and turn signal markers (clear only, because they're designed to protect the lenses, not to win car shows).

The kit I bought from CMA arrived today. It was shipped out by X-Pel.
The adhesive backing has "3M" written all over it, and it is 40 mils (thick like a CD or DVD). It smells like PVC or the stuff they use for comic book bags. It came with a white squeegee and instructions.
The part # is the same as the one shown on Stickercity.com, so it looks like both of them are made by X-Pel.

I'm planning to install them this weekend. Any tips on doing the install?
I believe I have to:
1). Turn on lamps to warm up the surfaces
2). Use a hairdryer to warm up the film pieces to make it pliable
3). Spray the adhesive with water (and wet my fingers and wet the headlamp lenses)
How do I first place it on the surface? Do I have to get it right the first time it goes on or can I move it around a little (is that what the water is for)?

Wal-mart around me carrys a Window tint cling. It comes in different tints and you get alot of it. Just cut to fit and see my pictures...
