Black Tar? Can't Remove. Help

My Pony's first wash..... there was a tiny black dot behind rear wheel on the very bottom of the painted surface. I wiped it and it SPREAD. :angry: I wiped it with pressure and it SPREAD FURTHER. :bang: Now I have a 3inchX1inch BLACK BLOB that will not come off. I tried BUG/TAR Remover with no luck. I tried TREE SAP Remover with no luck.

Is this a piece of burnt rubber?


What is is and how do I safely remove it?

Try mineral spirits. It should remove it.
