thats my thouhjt apparemtly they are cemented in ! my x-wife sent was taken in the UK somewhere. I would assume that one would be removeable ?

I don't believe they are removable ones to be honest. Removeable bollards are usually placed across a road or access point to temporarily restrict access. There is no need for these to be removable they are closing off an open space, acess is still available to the right of these posts.
Either way though, it does make a good photo.

 

Looks like they are grouting in the concrete tiles...but still...the truck.
