That's an easy one. Since all dealers randomly markup, without shame, any and all SE's that's hit's their precious showrooms, the government felt they should get in on the act too. After all, it's all about Capitolism.

Gas guzzler tax is applied to any car that gets under a set mpg rating. the farther under the governments set standard the higher the ggt.
