Easy, if those cars are actually (rally) prepped and raced - not rice even if not nice looking (IMO). If it's just for show, that's a no-no! The white Neon looks positively insect-like, but I'm sure there are no visibility problems at night!

FUGLY.....I really hope that is overseas somewhere and not some wayward dumba$$ in America that would do that, Nothing against europeans at all but that looks like something that would happen in France or Italy.
