proper way to use a dipstick?

What's the proper way? I mean I know you pull it out by the handle and then look at the dots but what exactly are you looking for? Does the vehicle need to be running?
No trolling plz

You make sure their is no oil touching it. If their is oil on the end of the dipstick, you have to mcuh in the car. Drain 3 quarts and try again.
