I just found out this is more of a concept so here are a more clues.
The mid-60s GM car it was based on was discontinued so production never began. This car weighed less than 2000 pounds and had 175 hp with webber carbs. It was designed by an American racer from Indiana who was one to the first to race in Europe after WWII. He won a Grand Prix race in South America, the Millie Miglia and was involved with the first Corvette racing team, but not as a driver. He also managed Lime Rock Park raceway. He also designed cars based on the Firebird and Toronado.

Never seen that one before.
It was kind of a process of elimination. At first I was sure it was Corvette based, but then after looking at the windshield/a-frame support I knew it wasn't. So the only other car with a platform that would support that style body and still be under 2k lbs was a corvair. After that it was just a matter of time till I found the concept name.
I'm still trying to find a waterpump for my buddys 64
