1,584 cc air cooled engine (44 bhp), it was built between 1975-1979 in both Germany and Mexico. 6,200 were built. It was sold mostly in Oceania, although it was also sold in countries such as Turkey, Pakistan and Mexico.
It was never sold in the country where it's from.

As soon as I saw it, I knew I had seen it someplace. I thought VW powered and maybe Mexico. I have searched high and low and can't come up with it. It is frustrating because I have come across it before and can't find it!

Hint: think of what the small truck category is called in Japan. Then the search should be easier.
