I think you have answered your question when you first wrote "off road x-pipe". It is a pretty x-pipe though. If in Virginia, a Mustang loving young trooper would maybe see this thread, do a quick search, and then simply contact a buddy in the area, and a "ringer" car would be run through Sam's and if it passed when it shouldn't have ....... well, there likely goes an inspector's license, maybe even the whole station's license?
