Just adding my experience:
My Explorer (PATS II) came with only one key. I had a recall done a few weeks ago and I gave the dealer an uncut "Startec" key purchased on eBay. They cut and programmed it for $45.
Regarding the PATS keys and remote starters... as they essentially work on something similar to the Hall effect, by permanently planting a PATS chip in the car, you've also defeated the security it provides. That is, a cut copy can drive the car away.

Also, the remote start system has it's own starter kill. So even if they rip the dash apart and hold the chip key up to a cut non-chip key, car still won't start.
Finally some systems (Viper for one) don't require a key in the dash. They have their own module that can be programmed so you don't even lose a key.

I would cherck though there are many locksmiths around the country now that have the ability to program keys without having two.
i know a local guy. J&R flood locksmith in the Berlin Auction has the ablilty to do it.

I (ok, my Wife) misplaced my main key while I was deployed. New key, was cheap. Re programming it and my other existing key was about $70. Add the price of the fob and I was into it for about $100.
Oh, and I found the missing key 4 month later (while cleaning the wifes car). It no longer works for the car. Now I'm debating sucking up another reprogramming fee to get all three working again......

The following is the procedure for programing a THIRD key.
1) Insert an existing key and turn the ignition to ON (Run) and then back to OFF.
2) Within 5 seconds insert the 2ND existing key and turn the ignition to ON and then back to OFF.
3) Within 10 seconds insert the NEW 3rd key and turn the ignition to the ON position. Leave it ON for 1 second and then back to OFF.
4) The security light will light up for 3 seconds to indicate that the NEW key has been successfully programmed. That's it

Take the 3rd key that doesnt work and program it yourself!!!!
