This is a general overview of posting photos in vBulletin forum software used here and in many other forums (see the vBulletin text at the bottom of this screen). Sometimes forum admins might restrict image size or posting altogether, but it looks like the standard functions are available here...
You can post pictures by uploading them from your computer by using the "Manage Attachments" button in the "Attach Files" section -- part of the "Additional Options" you have that are listed below the main "Reply to Thread" or "Post New Thread" box in which you're typing your message (scroll down to see these options).
"Manage Attachments" lets you simply "Browse" to the location of the pictures on your computer, camera or memory card and then you click the "Upload" button.
If the photo is too big, you may get an error message and you may have to re-size it in a photo program or the Forum won't take it... some forums re-size them for you.
If the pictures are already on a server or website of your own, you can click the little yellow mountain/sun picture above that will allow you to "Insert Image" by providing a URL. Be sure not to "hijack" images from other sites unless you have permission; or you own the site.

or if its on the net some where you can post it by getting the properties from the pic and adding [img]then paste in the properties followed by[/img]
