are off road pipes illegal

i was wondering if off-road pipes where illegal but i see them everywhere for sale?

Removing a properly functioning Catalytic Converter of a vehicle used for on road purposes is against federal law....so yes, they are illegal for on road use.

Yes, illegal to run O/R pipes on the streets. Not only do they polute the air, but they're loud as heck. I have no idea why anyone would want to run one.

From a document on the EPA site...

(11) What may happen if I don't use the correct converter?
First, it is a violation of Federal law because it is likely to increase the amount of pollution
coming out of the vehicle. Penalties for violations by individuals, service or repair shops or fleet
operators are up to $2,500 per violation. (Each improper installation is considered a violation.) New
car dealers can be penalized up to $25,000 per violation. Any person who causes a violation could
be subject to the same penalty as the installer.
However, if your state does not have emissions testing, enforcement of the laws in nearly nonexistent.

Indeed it is highly irresponsible. Since I work across the street from a regional EPA office, there's NO WAY I would be stupid enough to have an offroad pipe on my car, or do burnouts in front of the EPA building on the street, or make a lot of noise in general

man, I don't think I could go back to a catted pipe. Maybe a high-flo catted pipe, but the Pypes just sound so sweeet!

Yep, just the other day as a matter of fact, I had a Miami Sherriff follow me for a while, I thought he was just giving me a hard time. Finally before my turn, he pulls into the next lane at the red light, stares my car down, and looks at me and says:

"Is that a 281?"
me: "uh, yeah it is"
him: "rev it again?"
Me: *puzzled look saying to myself "is this some kind of trick"*
So I rev it to about 2500
him: "wooo, sounds sweet, I had a 68 back in the day. be careful son, and enjoy it"
me: "thanks officer"

After ****ting my pants, I proceeded to make my turn

The northeast is pretty bad about emissions. This is the first mustang I haven't had an off road x pipe on (out of four) and only because I am saving my pennies for a gt500.
