Are fog lamps sealed beams?

I just noticed the metal bulb protector(?) inside the fog light beam has dislodged
inside the lens housing. Is the housing sealed or will the lens pop off to permit
reattching the metal piece. I've already removed the grill but the lens itself looks sealed.

+1 mine is all dirty inside as well, not shiny like it used to be. id liek to be able to clean it

Guys, get a hold of the dealer. There have already been instances of both of your issues posted before. Even my fog lights got that hazy look to them so the dealer replaced both.
