Head, cam, intake and gears. Really other than the cat back and a set of gears an H,C,I is the only way you are going to get anything real out of the motor. budget build would be the explorer top end ( gt40p) with a trick flow stage 1 cam other supporting mods and a tune. you can go with a matched top end kit from guys like trick flow, holley, etc. intake alone really isn't going net you much. gears really improve the "feel" of the car of the line, the car pulls harder than it does with the stock taller gears. The heads are imo are one of the biggest things on the list, once you get a great set of good flowing heads match them with a good intake and cam. plenty of options.

What are you looking to spend? HCI is roughly $2,500, rocker arms , throttle body , bigger injectors, MAF, headers, H or X pipes

Really don't have a lot of cash to throw down all at once just looking to start getting parts one at a time then throwing it all on at once

Stock is 60mm. But you will loose torque if you just upgrade to 70mm because the velocity of air you take in decreases. Don't swap tb unless you do mass air and intake at the minimum. I wouldn't recommend upgrading until you swap heads.
