Are these CAI's C.A.R.B. certified so I will pass state emissions testing? I know the K&N system is... just wondering.

While these 2 CAI systems are mentioned...which is better?

K&N or Tunable Induction?

I am pretty sure that almost all CAI's will pass state emissions testing. And Tuneable Induction was formerly Densecharger which were CAI's that used K&N Air filters. They now switched to the green filter which is supposed to make more power. I am most likely going to be putting a Tuneable induction cai in my car however others might tell you K&N are good as well. IMO Tuneable Induction is the way to go for power as well as money.
