Help!! Ford dealership won't do recal work

Exclamation Help!! Ford dealership won't do recal work

So my hoods had the outer and inner layer cracked apart since I bought it. While I was at the dealership anyway I checked with the parts guys about a new one. They informed me that they had 4 left in stock and there was a recall on them for that exact issue. they had the service manager come over and do a little digging to find out if i was covered under the recall, I was happy for all of about 10 seconds thinking i was going to get a free hood. That is till we got outside and he saw the ghetto rigged hood pins the previous owner put in. He said he couldn't replace my hood because of them. At this point I just want some advice on what to do next. the guy behind the counter scared me a little when he told me they had a few cases of the outer layer coming completely off and smashing into the windshield I may be misinformed but I thought that dealerships couldn't deny recalls like they can warranty work. any advice would be helpful, Thanks in advance

Just wanted to give an update, I called a different dealership. they told me they are required to do recall work. he also said that in the future if someone tried to deny it to call ford at 800-392-3673
