When the new 1994 mustangs came out did they come with a grille behind the pony? Mine doesn't have one but myhusand said he has seen them with the grille. Mine has 75K on it and I drive it everyday and all winter.

They had a grille pony but I don't believe they had the anything behind it. Check here:

Actually, all 1996 Mustangs (including Cobra) has a plastic grill behind the pony.
1996 was a year of change with the new 4.6L in the GT, the 4-Valve 4.6L in the Cobra, and other minor changes included the plastic grill and the vertical tailights. Supposedly the grill restricted airflow just enough that some Cobra's would overheat in hot southern states. The Ford fix from what I remember was to remove the grill and upgrade the radiator.
1997 however was the year of cutting costs, so the Grill was gone again along with many other features Ford hoped people would not notice !!
