1964.5 mustang horn issue

Hello - I've got a problem with my 64.5 horn. The horns work and the relay is new and works, but the problem is they work all the time with the steering wheel on the shaft (and the horn right is not on the steering wheel). I can take a jumper from the first little brass spring and ground it to the steering shaft and the horn blows. It seems like there's nothing to insulate the steering shaft from the wheel? Can someone help? Thanks, Darrin

Does Your Car Have Stock Steering Wheel??

This Might Be Helpful if you Have Not Seen it!

I'm Not Sure if the Shaft is Not Supposed to Be Grounded But Here are Plastic Insulators at Top & Bottom of Column. I think it Will be Grounded Regardless Due to Design.

Do You Have One of These Bushings at top of Column? Some Online Pictures Show it and Some Don't! as an FYI!

Update!

I went and Checked My Old Parts Microfiche Catalog. I remember for Whatever Reason Ford Left the Bearing Insert Out of the Picture But it is Clearly Listed in The Parts List text. The 64 1/2 to 67 Used The Plastic Insert. I Foggily Remember the Picture Omission from When I Was still Selling the Early Mustang Parts at the Ford Parts Counter in the 80's.

Top Should Slide into Bearing! {3517}

Your post about the '64.5 Mustang horn issue caught my eye! It's frustrating when something as simple as a horn acts up, isn't it? But fear not, there's always a solution around the corner. Have you considered checking out the Milwaukee Train Horn from SPAM REMOVED! ? It might just be the whistle you need to get your Mustang sounding good as new. Personally, I love the idea of adding a unique touch to classic cars like ours. What do you all think? Could a train horn give our Mustangs that extra oomph on the road? Let's hear your thoughts!
